As the leader of the accredited economic development organization (AEDO) focused on growing the Orleans Parish economy, Quentin leads initiatives and programs related to (i) retail and creative digital media business attraction and retention, including the Bio and Health Sciences cluster (ii) small business ecosystem development and (iii) enhancing the brand of New Orleans as a place in which to do business. He has overall responsibility for executing NOLABA’s ProsperityNOLA strategy, which is the five year strategic plan for the New Orleans’ economic growth developed in 2013.

Immediately prior to joining NOLABA, Quentin was the Assistant Secretary for Louisiana Economic Development, (LED) the state department of economic development. In addition to his memberships on the board of directors of the New Orleans Convention & Visitors Bureau, Audubon Nature Institute, University of New Orleans Research and Technology Foundation, New Orleans Workforce Development Board and Lusher Public Charter School, Quentin is a member of the Board of Trustees of Franciscan Missionaries of Our Lady University (f/k/a Our Lady of the Lake College), and the Board of Directors of the Research Park Corporation (Baton Rouge, LA).

Siobian Smith is the Executive Director, Operations of HQ Vancouver, a partnership initiative of the federal and provincial governments and the BC Business Council, focused on attracting international companies to establish their North American head offices in British Columbia. Prior to this work, Siobian worked on Strategic Initiatives and Policy in the BC Ministry of International Trade for six years. A BC native, Siobian returned to Vancouver in 2008 after spending almost a decade working overseas with the UN Development Programme, UN Peacekeeping Operations, and the UN Office of the High Commissioner for Human Rights. Outside of the office, she is busy with two young children, volunteering with two community organizations, and Irish dancing.
