Fellow Member Designation (FM)


Fellow Member (FM) status is conferred upon active IEDC members who have attained unusual stature in the field of economic development and closely related disciplines. Unusual stature is defined as significant contributions to the profession through service to the Council and/or academic endeavors directly related to the practice of economic development. A Fellow holds the classification as long as membership in the Council is maintained.

Judy McKinney-Cherry, CEcD, FM

Judy McKinney-Cherry is the Executive Director of the Schuyler County Partnership for Economic Development (SCOPED) and CEO/CFO for the Schuyler County Industrial Development Agency. Ms. McKinney-Cherry has experience working in the private sector, public sector and university settings with over 30 years of business and executive management experience. Ms. McKinney-Cherry was appointed by New York Governor Andrew Cuomo to the Southern Tier Regional Economic Development Council in 2015 and is a member of the Southern Tier Regional Community College Council. McKinney-Cherry is a supplemental professional for the University of Delaware Center for Applied Demographics and Survey Research (CADSR) where she provides subject matter expertise for economic development-related publications.

McKinney-Cherry spent six years serving as the Cabinet Secretary for the Delaware State Economic Development Office and was the first female to be confirmed in that position by the Delaware Senate. Before joining the State Economic Development Office in 2002, McKinney-Cherry worked for 9 years in a leadership position for a national information technology services firm. In these roles, McKinney-Cherry was responsible for operations, executive-level sales, and profitability. Prior to her private sector role, she worked in the research division and led the State Data Center Program within the state economic development office for 7 years.

In New York, she also holds board seats on the CCS Workforce Investment & Opportunity Board where she serves on the executive committee; as well as board seats on the Southern Tier Central Planning Council, Watkins Glen Area Chamber of Commerce, REDEC Board, Southern Tier Investment Fund Board, and the Erie Canal Heritage Foundation Board where she is a member of the Executive Committee. She currently serves on the International Economic Development Council AEDO Accreditation and Sustainability Committees.

She has been awarded the Regional SBA Award for assisting small businesses, was elected to the Board of Directors for the International Economic Development Council for 2007-2012 and is a former Chair of the IEDC Sustainability Advisory Committee. Judy was chair of the IT sub-committee of the Delaware Governor’s Strategic Economic Council from 2001-2002 and a board member of the statewide Delaware Workforce Investment Board 1998-2008; and Co-Chair of the WIB Performance Review Committee from 2000-2002.

Judy is the recipient of the 2003 Girls Inc. “She Knows Where She’s Going” award and has been a Distinguished Lecture Series Speaker for the University of Pennsylvania’s Fels Institute.

McKinney-Cherry has a strong history of leadership experience with non-profit organizations including human health, government service and professional business organizations. She is a Rotary Foundation Paul Harris Fellow and served on the Watkins Glen Montour Falls Board from 2016-2018. She served on the board of the Smyrna Opera House where she was Chairman of the Board from 2012-2013 and also the Executive Committee of the Board of Directors for the Delaware STEM Academy. She has served on the Board of Directors for the Delaware YWCA (2010-2014) and served on the board of the Delaware Arthritis Foundation 1996-2000 (Chairman 1998-99). McKinney-Cherry was elected to the National Board of the Arthritis Foundation serving 1999-2001.


Allison J. H. Thompson, CEcD, EDFP, FM

Allison J. H. Thompson, CEcD, EDFP, is the Economic Development Director of the City of Cedar Hill Economic Development Corporation, TX. She holds a BS in Criminal Justice from Texas Christian University and an MA in Urban Affairs from the University of Texas of Arlington. A graduate of the Economic Development Institute (OU/EDI), she has earned professional certifications from both the International Economic Development Council (CEcD) and the National Development Council (EDFP). Currently employed by the City of Cedar Hill, Texas, a thriving community in southwest Dallas County overlooking Joe Pool Lake, she is the Director of Economic Development for the City as well as Director for the Cedar Hill Economic Development Corporation.

Her experience ranges from consulting on strategic economic development planning to managing a regional economic development organization. She has served as director of economic development in several Texas cities.

Ms. Thompson’s passion is business development. Deep satisfaction comes from seeing a successful small business owner’s pride when they cut the ribbon on their first owned facility. They know each employee and care about, not only the quality of the work, but also the employees and the business impact on the community. Her commitment to EDRP in IEDC comes from a desire to give back to the profession that has given her so much. Quality research and knowledge sharing are key to the growth and sustainability of our work.

Besides many memberships and activity in many organizations, she has held leadership positions with IEDC (a board position as well as past chair of EDRP), TEDC, IAMC, North Texas Chapter of CoreNet Global, CREW Chapter in Fort Worth, ICSC in Texas, DFW Marketing Team, North Texas Commission, Cedar Hill Rotary Club, Cedar Hill Lions Club Charities, Cedar Hill Chamber of Commerce, and The Best Southwest Partnership.
