Critics of tax incentives often point out the inconsistencies of their outcomes—some bring financial risk, do not fulfill promised economic development benefits, and do not have a positive impact on the communities they are intended to help. A shift towards economic recovery has led states to reevaluate their incentive programs to attract businesses and create new jobs in a post-pandemic world.
