Communities in smaller markets often face many fiscal challenges
supporting economic development programs and meeting critical community needs. A
successful fundraising strategy can assist a community to achieve and exceed
their goals in supporting their economic development budget and solving problems
such as job decline, lack of affordable housing and workforce training.
Join IEDC for a 90-minute web seminar with useful take-away information on
fundraising for smaller markets. Participants in the webinar will:

Dwaine Chapel, Executive Director of the Lake Area Improvement Corporation,
will provide a best practice example of how Madison, South Dakota implemented a
successful fundraising campaign to raise $2 million to fund an ambitious
economic development plan. Howard Benson, Chief Executive Officer of National
Community Development Services, Inc., will provide tactics of what smaller
communities can do to enhance their fundraising strategies and discuss NCDS’
role as Lake Area Improvement Corporation’s fundraising counsel.

Howard C. Benson Chief Executive Officer National Community
Development Services, Inc
Howard C. Benson is CEO and founder of National Community Development
Services, Inc. headquartered in Atlanta, Georgia. NCDS is a 50-employee firm
which pioneered the trend which enabled local communities to develop and fund
strategic initiatives that have propelled most of them into the front ranks of
successful communities in their regions. Recent statistics show that NCDS client
communities have experienced 5-year growth rates of 11.6% versus the U.S.
average of 4.4%. 2004 marks NCDS’ 27th year in business. During that time, the
firm has worked with over 400 community organizations in helping them develop a
winning strategy and raised over $1 billion to implement their strategic plans.
A important aspect of their work is benchmarking their client’s performance so
supporters can see a valid return on dollars invested.
Before starting at NCDS, However served for five years as senior executive of
the Atlanta Chamber of Commerce where he directed the very successful Forward
Atlanta Program. Prior to that, he was on the staff of the Jacksonville, Florida
Chamber in a similar capacity. He began his economic development career in a
rural community of 18,000 population in 1967 after graduation from Brevard
College.
He is an active member of both the International Economic Development Council
and the American Chamber Executives Association.
Dwaine Chapel
Executive Director
Lake Area Improvement Corporation
Dwaine Chapel has been the executive director of the Lake Area Improvement Corporation, office of economic development, since January 2006. The LAIC hired NCDS to provide a feasibility study that checked the pulse and perception of the development corporation during the summer of 2006. The study also indicated that there was support to raise investment dollars to grow the community through economic development initiatives. The funding component was completed in 4 months from start to finish and raised $2.3 million.
During his time in Madison the community has brought in several industry and retail businesses which will create nearly 250 jobs over the next few years. The LAIC has been involved with the expansion of 5 local companies and continues to help others grow.
Before his arrival in Madison, Dwaine served as CFO of a nursing home facility. He over saw a $5 million budget and helped the organization realize a positive cash flow during his first year of service. Prior to that, he was a real estate broker and construction consultant.
Dwaine is an active member of Toastmasters International, the local chamber, and Pheasants Forever.
