Rebecca Moudry
Rebecca Moudry is an economic development leader with 20 years of experience in economic development, community development, and business investment in both the private and public sectors. Rebecca currently serves as the Director of the Department of Economic Initiatives (DEI) for Fairfax County, Virginia. In this role, she leads the new Department to foster local economic development and position Fairfax County to be an economically competitive and prosperous community. Rebecca oversees DIE’s divisions including small and local business development, economic innovation and strategy, and catalytic public-private development. In 2020 DEI emerged as a leader in Disaster Response, producing the Economic Recovery Framework for Fairfax County and leading the implementation of the combined $77million Relief Initiative to Support Employers (RISE) and the PIVOT Business Recovery grant programs.
Immediately prior to joining Fairfax County Rebecca served as Vice President at ROI Research on Investment, leading strategic planning, business attraction and retention programs. She also played a key role in creating and delivering lead generation and FDI attraction training programs for economic development organizations and was a trainer for the International Economic Development Council (IEDC) FDI and Exporting Advanced Course.
Previously, Rebecca served as Deputy Director for Investment Services at SelectUSA at the U.S. Department of Commerce. In this role, Rebecca was responsible for leading an international team to promote the United States as an investment destination and serving businesses and U.S. economic development organizations. Also at the U.S.Department of Commerce Rebecca worked at the Economic Development Administration to structure the first multi-agency challenge program to accelerate regional innovation clusters across the country.
Rebecca’s expansive experience includes serving in the District of Columbia Office of Planning and the Deputy Mayor’s Office for Planning and Economic Development. She lifted up innovative projects to support emerging sectors and business corridors. As a Senior Associate at the International Economic Development Council (IEDC) Rebecca managed research and technical assistance programs for communities across the country, and she helped launch IEDC’s disaster recovery program to rebuild economies after a disaster.
Other significant experience includes leading small business and regional competitiveness projects in Latin America through the Inter-American Development Bank and supporting the establishment of the South American subsidiary of TheTimberland Company in Santiago, Chile.
Rebecca holds a master’s degree in Regional Planning with a focus on Economic Development from the University of North Carolina at Chapel Hill and a bachelor’s degree in International Affairs from the University of Puget Sound in Tacoma, Washington. A native of Southern Oregon, Rebecca has called Washington, DC home since 2005.
