Taylor Davis is the Senior Director of Workforce Development and Partnerships at Elevate Rapid City and focuses her efforts on military engagement, workforce development and talent attraction initiatives. Davis is passionate about supporting business growth and eliminating barriers in her community through economic and workforce development. Within Workforce Development, Davis enjoys bringing key industries together for creative problem-solving with like minds and providing individualized support to enhance their experience with doing business in the Rapid City region. Since joining Elevate Rapid City, Davis’s work has contributed to the creation of two new workforce grants, a talent attraction toolkit, the establishment of the Ellsworth AFB & Camp Rapid Military Spouse Professional Network, a Hiring Our Heroes program, workforce assessment survey and more.

Prior to Elevate Rapid City, Davis served as the Director of Business Retention & Expansion, Military Liaison and former Talent Partnership Director at the Wichita Falls Chamber in Wichita Falls, Texas. Davis was responsible for the creation and forward momentum of workforce development programs through strategic alignment of educators, employers and community members. Davis also supported the implementation of a new relocation incentive and a made-from-scratch relocation guide, development a community-wide internship program, creation of the Sheppard Military Spouse Professional Network (MSPN) and overhaul of the Young Professionals of Wichita Falls group.

Under Davis' direction, the Wichita Falls Chamber was the recipient of the 2020 Workforce Excellence Award and 2021 Merit Recognition for Workforce Excellence by the Texas Economic Development Council. Davis was also recently recognized as the 2021 Haley Uthlaut Military Spouse Volunteer of the Year by Hiring Our Heroes Military Spouse Program, ACCE’s 2022 Top 40 under 40, DCI’s 2023 Top 40 under 40 and has received the bronze and silver designations for the Presidential Service Award for her work with MSPN.

Since beginning her journey in Workforce Development, Davis has completed certifications for Public Sector Leadership from Cornell University, Basic Economic Development from Texas A&M Engineering Extension, Six Sigma Yellow Belt from Project Management Institute and Diversity, Equity & Inclusion in the Workplace from University of South Florida. Davis is also a recent graduate of the US Chamber of Commerce Foundation’s Business Leads Fellowship.

Davis is a proud military spouse and relocated to Ellsworth Air Force Base for the second time in early 2023. In affiliation with Ellsworth AFB, Davis serves with the Team Ellsworth Spouses Club and Black Hills Military Advisory Coalition. Davis, her husband, daughter and two dogs love the Rapid City region and envision their lives in the region.
