YOUR MISSION AS CEO

• EXECUTIVE LEADERSHIP + MISSION STEWARDSHIP - In close partnership with the Arch Grants Board of Directors, you will drive executive leadership and organizational insight to inform strategic decision making. COMPENSATION PACKAGE

REQUIRED EXPERIENCE

In collaborates with partners such as Emporia State University, Flint Hills Technical College, Emporia Area Chamber of Commerce, Main Street, Emporia Enterprises, and City and County government agencies, the RDA leverages its resources to ensure long-term economic success for the region. Key services include industrial site development, workforce development support, securing state and federal incentives, business retention, and support for entrepreneurship and land acquisition.

THE POSITION

The RDA seeks a visionary, results-driven leader to serve as its CEO/President. This individual will guide the organization in advancing economic growth, fostering business expansion, and cultivating community partnerships to enhance the quality of life, resulting in job creation, population and income growth, and long-term tax base stabilization for Emporia and Lyon County. Overview

Responsibilities

Qualifications

The Director develops and implements long-range strategies that support equitable economic growth, expand housing opportunities, strengthen neighborhoods, and foster a resilient local economy. The position works closely with the Executive Office, City Council, developers, business leaders, nonprofit organizations, neighborhood groups, and other government partners to identify opportunities, solve complex community challenges, and advance the City's strategic priorities.

Work includes establishing departmental priorities; leading and developing professional staff; advising the City Manager and elected officials on policy matters; building collaborative partnerships; ensuring compliance with federal and state requirements; and representing the City in public forums. The Director exercises considerable independent judgment and initiative in addressing complex organizational, financial, political, and community issues. Additionally, the Director of Housing and Economic Development supervises the Business Programs Manager, Housing and Community Development Division Director, Waterfront Coordinator, Principle Administrative Officer, Program Coordinator, and Office of Economic Opportunity Director.

Essential Duties & Responsibilities:
Leadership
- Leads and provides strategic direction for the Housing and Economic Development Department.

- Establishes department goals, priorities, and performance expectations, in partnership with the City Manager's Office and informed by City Council priorities.

- Builds and supports a departmental culture focused on collaboration, innovation, accountability, and customer service.

- Coaches and develops Housing and Economic Development Department staff.

Housing
- Directs the City's housing and community development programs, including federally funded initiatives.

- Develops and advances strategies and partnerships that increase housing production, affordability, and preservation.

- Supports Council development of housing-related policy, and oversees implementation of relevant policies as adopted by the Council.

Economic Development

- Builds and manages relationships with employers, developers, institutions, and investors to support business retention, expansion, and economic growth.

- Supports Council development of economic development policy and ensures effective implementation Council-adopted policies.

- Develops and implements administrative policies, programs, and business practices that align departmental operations with City priorities and strategic objectives.

- Prepares and presents reports and complex analyses to inform policy and program development.

- Oversees and provides strategic direction on business financing programs.

- Oversees programs targeted at workforce development and job training.

Financial

- Oversees the preparation and administration of the department's operating budget.

- Directs administration of federal and state grant programs, ensuring regulatory compliance.

- Oversees loan, grant, and incentive programs supporting housing and economic development initiatives.

- In partnership with the Finance Department, directs the implementation and/or ongoing administration of Tax Increment Financing (TIF) districts and related development programs; evaluates proposed projects, oversees compliance and reporting requirements, and advises the City Manager and Council on TIF policy and financing strategies.

Partnerships

- Develop productive partnerships with neighborhood organizations, nonprofit agencies, developers, business organizations, educational institutions, and government partners to advance the City's housing, economic development, and community development goals.

- Represent the City on local and regional boards, committees, and collaborative initiatives.

Desired Qualifications: Bachelor's degree with specialization in public administration or economic development and a minimum of seven (7) years of executive experience in business planning and development or managerial work in government or private organizations; or an equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities necessary to perform the work.

- Thorough knowledge of housing policy, economic development practices, community development, workforce development, municipal government, and public administration.

- Thorough knowledge of geographic, economic, social and governmental characteristics of the area, or a demonstrated ability to quickly and effectively develop and apply knowledge and familiarity.

Overview
The Chief of Strategic Workforce Partnerships serves as the university's chief strategist for external engagement, workforce development, innovation partnerships, and career pathways. Responsibilities
- Serve as the university's primary cabinet level liaison with employers, industry associations, chambers of commerce, and workforce organizations.

Position Summary
GLC is seeking a strategic, collaborative and results-driven Vice President of Economic Development. This senior leadership role is responsible for creating and executing GLC's economic development strategy and advancing business attraction, expansion and retention efforts across Lafayette, West Lafayette and Tippecanoe County.

Reporting directly to the president and CEO, the Vice President of Economic Development serves as a respected deal leader for company attraction and expansion - representing Greater Lafayette in competitive site selection processes and leading high-stakes conversations and building credibility with site selectors, corporate decision-makers, public-sector partners. This role is central to advancing GLC's mission to promote economic prosperity and a superior quality of life through new investment, job creation, and the long-term business growth and success of existing employers.

This role will act as a connector and catalyst, aligning local assets with market opportunities and executing strategies that position Greater Lafayette as a competitive, credible and execution-ready location for growth. While informed by long-term vision and strategy, this role is intentionally focused on implementation and results, owning the attraction pipeline for GLC, driving business retention and expansion efforts, advancing site selection efforts, and overseeing local tax incentives and abatements (in collaboration with the cities).

The Role
Lead and own business attraction, expansion and retention strategy for GLC.
Serve as the primary point of contact and closer for active attraction projects for which GLC is participating.
Build, manage and track a strong, robust pipeline of prospective companies and investments.
Coordinate prospective business visits and tours to Greater Lafayette.
Work with the Business Retention and Expansion Director to compile local and state incentive proposals.
Oversee execution of RFIs, proposals and presentations with speed, accuracy, and strategic clarity.
Coordinate with local government, state and utility partners to assemble competitive, executable project solutions.
In partnership with the Workforce Development Director, collaborate with universities, workforce institutions and councils, and supply chain partners to strengthen deal competitiveness.
Cultivate high-value relationships with local and state leadership, industry and university partners, site selectors, commercial real estate brokers, and prospective domestic and international companies to strengthen Greater Lafayette's competitive position.
Maintain deep working knowledge of:
